Yes you can hire a private power boat. I am not sure of the cost now as it is been a while now. You can get the power boat from Lumbini Park area and also the necklace road area

No, there is no entry fee, only to reach the Buddha statue you need take tickets for public boat that is hardly 50 to 70 rs...

Entry is from the Necklace road (Tank Bund) . Take a ride from their to the pedestal. You have to buy the entry ticket and for the ride.
