At least 70 people are dead and many more missing in Texas in the wake of torrential rains and resulting flooding. By far the greatest number of fatalities occurred in Kerr County, where 59 people are believed to be dead, according to officials, including 21 children.

A grief-stricken Texas is asking whether meteorologists and local officials did enough to prevent flood devastation.
