The county Board of Supervisors voted unanimously on Tuesday to a $4.05 million settlement with the family of Akeem Terrell. The 31-year-old Phoenix resident was seen in security footage during jail custody on Jan. 1, 2021, as officers trying to change his handcuffs descended on him.
